The dramatic decline in consumption after 1990 was an important problem during the analysis of the sector. Even today, consumption is still below the degree that was before the political change, and significantly lags behind the EU level. The implementation and enforcement of the acquis communautaire is a precondition for joining the European Union (EU). However, there is only little information on the compliance costs in the acceding countries. In this paper, the investment needs and annual costs of compliance with the part of the acquis communautaire relevant for the dairy sector is assessed at different stages of the agri-food chain in Hungary. The assessment is mainly based on a classification of farms and processors according to their level of compliance with EU standards concerning milk hygiene in 2000/01 and calculations of necessary investments in buildings, milking and cooling facilities and delivery trucks. Costs of compliance with EU regulations and competitiveness of the EU dairy sector AgEcon

The introduction of cross-compliance mechanism in the European Union with its 2003 CAP-reform might affect the costs of production and thus competitiveness of the EU. Little evidence is available to asses the costs of compliance with regulations and it implication for trade. In this study a farm level competitiveness analysis of the impacts of the Nitrate Directive and the Identification & registration Directive focuses on the dairy sector in Germany, France, Italy, Netherlands and UK (within EU), and the US and New Zealand (outside EU). Dairy supply chain restructuring and its impact on farmers' revenues in Poland AgEcon

Supply chain restructuring and its impact on farmers’ situation have become the subject of vast interest among agricultural economists. However, there have been relatively few studies trying to quantitatively asses this issue. This paper analyses the impact of supply chain modernisation on dairy farmers in Poland. It is shown that joining the modern marketing channel positively affects farmers’ revenues. The decision to enter the modern channel is crucially dependent on access to funds and facilitated by having larger cow herds.

This paper examines current situation in Russian agricultural and food sector and evaluates forthcoming development. Russia's agricultural production diminished by half at the beginning of the 1990s, and since that the production has hardly grown. In fact, Russia is one of the biggest food importers in the world. Particularly in livestock sector the situation is difficult. Number of livestock has not grown according to expectations and production does not satisfy domestic demand. Crop husbandry, by contrast, has export potential, but fluctuations in export volumes have been great. Furthermore, quality of grain has not always met standards. Among the prominent recognized features of the industrialization of animal production over the past half century are growth in the stock of inflexible, or use-dedicated, capital as an input in production and growth in productivity. Less recognized is a trend toward aseasonal production. We record the deseasonalization of animal production in Northern Hemisphere countries over the past 70 years. Using Irish farm-level data, we provide evidence that low seasonality favors laborsaving investments. We also suggest that (a) lower seasonality can be Granger-causally prior to increased productivity, and (b) productivity improvements can be Granger-causally prior to lower seasonality. Milk production is a very important element of the whole dairy chain. The BRIC countries are among the top 6 milk producing countries and produce nearly one third of the world’s total milk volume. The impacts of program subsidy on productivity growth is investigated in this study Mundlak's concept of endogeneity is applied to technical efficiency and generalized within a dual framework. Technology is described by an aggregate cost function while technical efficiency is conditional on a vector of state variables. Empirical evidence from the U.S. dairy sector supports the hypothesis that protectionism, in the form of program subsidy, is the source of considerable technical inefficiencies.

The Impact of Vertical Coordination on Supplier Access to Finance and Investments: Evidence from the Polish Dairy Sector AgEcon

Agricultural credit and rural finance problems are important constraints on restructuring, investment, and thus on recovery and growth in transition countries. In this paper we study agricultural investments and financing in Polish agriculture. Our empirical evidence is based on a 2001 survey of both dairy producing rural households and dairy companies in the North-East of Poland. Dairy companies have played an important role in financial assistance, in particular for dairy-specific investments. In addition, they had an important indirect impact on farm activities and investments through feed supply, and loan guarantee programs.

The Next WTO Round on Agriculture and EU Enlargement: Pressures on the EU Dairy Sector AgEcon

The EU dairy sector will be one of the most sensitive sectors to be affected by the outcome of the on-going negotiations for the new WTO round for agriculture. Nevertheless, if the Next WTO Round is going to be along the same lines as the Uruguay Round, the EU may be able to stay within the WTO commitments for export subsidy in the dairy sector without further reforms in the Common Agricultural Policy. Certainly, some minor reforms are needed to relieve the binding commitments for cheese and other milk products. The upcoming reform in the dairy sector under Agenda 2000 starting from year 2005 may help in reforming the dairy sector for the new round. The general objective of this paper is to present the world importance of dairy sector and to illustrate present tendency of milk production, consumption, trade and prices mainly based on FAO data base. World milk production was 711 million tonnes in 2010 and it is expected to increase in the future. The most significant milk producers are the EU(27), the United States and from the Asian countries, India and China. Developed countries give one-third of world milk production, while more than two-third of world dairy herd can be found in developing countries.
